When this updates
Model data, METAR and TAF are collected every 3 hours, at 02:40, 05:40, 08:40, 11:40, 14:40, 17:40, 20:40 and 23:40 (Europe/Riga).
The runs sit at an odd minute on purpose. A TAF can take half an hour to reach the wire after issue, and the models land hours after the cycle they are named for, so a run on the hour would keep missing them by minutes.

Standing limitations
The ceiling over EVAD cannot be measured. No observation exists for the field and the nearest one does not stand in for it - EVRA can sit under 800 ft overcast while EVAD is clear. Cloud figures here are model estimates read beside low-cloud coverage.
Wind from 200-270 true is the worst case here: near perpendicular to 15/33 and off the hangar row, so it arrives broken. A steady crosswind reported from that sector is optimistic, and the on-field sensor under-reads it.
